This is certainly better than many of the other attempts by officers to “be a hero”. Thankfully he has been arrested and charged though he is currently only on administrative leave.

Honestly I’m not sure. There was a note in the article he was suffering from depression as well as other issues at the time. You would think the psyche eval would catch it. Then again it may just be hand waving to make us proles feel better.
